EXECUTIVE ORDER NO. 20

“AN ORDER DECLARING NO OBJECTION TO ALL APPLICATIONS FOR FACE-TO-FACE CLASSES IN ALL LEVELS OF PUBLIC AND PRIVATE SCHOOLS IN THE MUNICIPALITY OF COMPOSTELA, PROVINCE OF DAVAO DE ORO”

WHEREAS, President Rodrigo Duterte issued Presidential Proclamation 1218 series of 2021, dated September 10, 2021, extending the State of Calamity in the Philippines until September 12, 2022 to the COVID-19 pandemic;

WHEREAS, the National IATF has issued Resolution No. 164-D series of 2022, dated March 15, 2022, placing Davao de Oro under Alert Level 2 status effective March 16, 2022 until March 31, 2022;

WHEREAS, under the National IATF Guidelines on the Nationwide Implementation of Alert Level System for COVID- 19 Response dated December 14, 2021, limited face-to-face or in-person classes for basic education, higher education and technical-vocational education and training shall be allowed subject to prior approval of proper agencies;

WHEREAS, the Department of Education thru the issuance of Office Order NO. OSEC-2022-003 dated February 2. 2022 provided Interim Guidelines on the Expansion of Limited Face-to-pace classes in the country pursuant to the approval of the recommendation for progressive expansion by the President of the Philippines last January 17, 2022;

WHEREAS, the Local Government Code of 1991 grants Local Chief Executives (LCEs) the powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare;

WHEREAS, with the continuous decrease the number of COVID-19 cases in the municipality as well as its active vaccination rollout, there is a need to reinforce for the conduct of face-to-face classes in the Municipality to ensure continuity of academic instruction as we transition to the new normal;

NOW, THEREEFORE I, LEVI S. EBDAO, Municipal Mayor of the Municipality of Compostela, Province of Davao de Oro, by virtue of the power vested in me by laws, do hereby order the following:

SECTION 1. NO OBJECTION. The Local Government Unit of Compostela hereby poses NO OBJECTION to all applications for face-to-face classes in all levels of Public and Private Schools in the Municipality of Compostela, Davao de Oro.

SECTION 2. HEALTH PROTOCOLS. Minimum Public Health Standards (MPHS) set by the Department of Health must strictly be observed and properly implemented. Guidelines and Health Protocols provided under the Alert Level Status of the Municipality of Compostela must be applied. However, teachers and students, regardless of their vaccination status are permitted to participate in the face-to-face classes.

SECTION 3. ISSUANCES. Guidelines on the implementation of face-to-face classes issued by the Department of Education, Commission on Higher Education, and other relevant government agencies must strictly be complied with.

SECTION 4. SEPARABILITY CLAUSE. If any provision of this Executive Order is declared invalid or unconstitutional, the other provisions not affected thereby shall remain valid and subsisting.

SECTION 5. REPEALING CLAUSE. All orders or parts thereof which are inconsistent with the provisions of this Executive Order are hereby repealed or modified accordingly

SECTION 6. EFFECTIVITY. This Executive Order shall take effect immediately.
